I tried using 2.6.11.10 with patch-2.6.11-smpnice-1.diff.

So this is the output of top:

The nice application si still monopolizing CPU.

Again the nice is getting more CPU than others.

Can anyone suggest how to rectify this.

It partially worked but some bugs were present and it has been resynced with 
the latest -mm kernel. Can you try 
http://ck.kolivas.org/patches/smpnice/patch-2.6.12-rc4-mm2-smpnice-1.diff
on top of
linux-2.6.12-rc4-mm2
