No, it doesn't. But you can use a script or make different rules that
match against SUBSYSTEM="block" or DEVPATH="/block/*" ...

No idea! Better get rid of the dead devfs scheme. :)

DEVPATH=/block/* are block nodes, DEVPATH=/class/* are char nodes.
That information is only in the path of the device not in the "dev" file.
