[PATCH] Enable VIA82CXXX and TULIP in Cobalt defconfig

[PATCH] Enable VIA82CXXX and TULIP in Cobalt defconfig

All MIPS based Cobalt machines have an in-built VIA82CXXX IDE chip and
Tulip Ethernet.  It therefore makes sense to activate those in the Cobalt
defconfig.
