hm.  What guarantees that kernel/sched.c:migration_call(CPU_DEAD) is called
before kernel/softlockup.c:cpu_callback(CPU_DEAD)?  Just the ordering in
do_pre_smp_initcalls(), and notifier-chain behaviour, I guess.
