Sorry, maybe a stupid question.
Xen 3.3.0 has a new feature:
- HVM emulation domains ('qemu-on-minios') for better scalability,
performance and security.

Does that mean we can create multiple HVM domains to run unmodified ARM os on an X86 server using Xen3.3?

No. Xen's only CPU emulation code is for 16bit realmode x86.

No.

An ioemu (the device emulator of HVM guest) can run in Dom0.

An ioemu can also run in a per-hvm-domain stubdomain (namely, the "HVM emulation domain").
Stubdomain is a very small domain running mini-os.
In this way, we can achieve "a better scalability, performance and security...".

The architectures of ARM and x86 are different. Unmodified ARM guest can't run on x86 Xen.

No, but cross-architecture support for virtual machines under Xen has been
explored for x86 on Itanium, so (with a large amount of work... want
to volunteer?) ARM on x86 might be possible. See:
