Impact: fix and clean up

32bit used used_vectors to record vectors..., after we change it to
per_cpu vector it is broken.

try enable that for 64bit, and the array is used to for all vectors that
is not managed by vector_irq per_cpu array.

also kill system_vectors[], that is duplicated with used_vectors bitmap
