Unrelated to this actual change:
While I was playing with the enable/disable-feature stuff I noticed that
$(PYTHON) is only set with --enable-pythontools. As a result some of the
usage failed because the variable was not set.
Since libxl (for example) depends on PYTHON, is it really well thought
to not set $(PYTHON) when --disable-pythontools is specified? What would
be the usecase for that?
