About debugging of new kernels, the provided default-cmdline contains 'quiet' and you just need to change it to 'debug' or even 'ignore_loglevel' in /boot/boot.cfg on the selected partition). As you can see, CMDLINE_DEBUG is a weak assignment so you can override it.
