Normally, yes, those would be better places for preferences. But, in case of
the toolchain components, it's not that simple...
I would still like to know what you are trying to fix with this. As far as I
can see, 2.23.1 is already being set as a default binutils version in Dylan.
Are you seeing an error or a warning w/o this?
