And this seems to have resolved the issue:

STAGING_BINDIR_TOOLCHAIN = "${STAGING_DIR_NATIVE}${bindir_native}/${TUNE_PKGARCH}-${PREFERRED_VERSION_linux-libc-headers}${TARGET_VENDOR}-${TARGET_OS}"

Still testing it...
