Bug detailed description:

With "xen_platform_pci=0" option, the guest with VT-d device fails to boot up.
Without "xen_platform_pci=0" option, the guest with VT-d device boots up well.
the console shows the "Bus doesn't have property 'acpi-pcihp-bsel' set".
Reproduce steps:
----------------
1. boot up an ia32e_rhel6u6 guest with "xen_platform_pci=0 pci=['85:00.1']"
2. the guest fails to boot up
Current result:
----------------
guest with VT-d fails to boot up with "xen_platform_pci=0"
Expected result:
----------------
guest with VT-d boot up well with "xen_platform_pci=0"
Basic root-causing log:
----------------------
[root@vt-hsw1 carl]# xl cr xlexample.hvm
Parsing config from xlexample.hvm
libxl: error: libxl_qmp.c:287:qmp_handle_error_response: received an error
message from QMP server: Unsupported bus. Bus doesn't have property
'acpi-pcihp-bsel' set
libxl: error: libxl_create.c:1385:domcreate_attach_pci: libxl_device_pci_add
failed: -3

I can reproduce this.
If you use "device_model_version = 'qemu-xen-traditional'" the problem
go aways and you can boot the guest without Xen PCI platform driver.
