Do we still need those typealiases in the gpg policy for
anything? ("typealias gpg_t alias { user_gpg_t staff_gpg_t
sysadm_gpg_t };" etc.)

If we need them then we only need them for existing types (backwards compability). So you do not need them for any dirmngr types that you create.
