configure.ac uses AC_TRY_RUN (inside AC_CACHE_CHECK) to test for 
sem_init/sem_post and fcntl. The fourth AC_TRY_RUN parameter 
(ACTION-IF-CROSS-COMPILING) of these tests gives this advice:
