[PATCH] Fix tools/vm/ build wrt str_error_r linking error

Hi,

	In response to a report on IRC, please check that the following
patch fixes the tools/ build, I'll push it to Ingo soon, please let me
know if it fixes things for you.

[PATCH 1/1] tools lib api: Add str_error_c to libapi

Because it uses that function, which would lead every tool using it
to need to link against tools/lib/str_error_r.o.

This fixes building tools/vm/, that links with libapi.
