This seems a bit limiting. What if you need to use:

PHY_INTERFACE_MODE_RGMII_ID,
PHY_INTERFACE_MODE_RGMII_RXID,
PHY_INTERFACE_MODE_RGMII_TXID,

in order to set the RGMII delays.
