Actually I am working on documenting the process.

What is the process the make small changes to the spec?
git clone https://github.com/oasis-tcs/virtio-spec
edit spec
sh makeall.sh
Make sure you get a working pdf. Requires xelatex.
Recommended distribution: tex live.
Right now builds on linux. Patches for other OS-es welcome.

Are you still using the JIRA from OASIS, or github instead? It seems like
non-TC-members can't create issues on the OASIS one.

My ballot scripts still only work with OASIS one. I just pushed them to
virtio-admin if you want to play with github APIs, specifically
ballot-issue.sh which calls virtio-jira.pl and virtio-tc.pl
