I changed this to
if [ "$USE_EXTERNAL" = yes ]; then
if [ -n "$TEST_RTDEV" -o -n "$SCRATCH_RTDEV" ]; then
_notrun "Project quotas not supported on realtime filesystem"
fi
fi
which seems easier to read.
