These are almost the same as __dw_pcie_find_next_cap and 
dw_pcie_find_capability. Please modify them to take a function offset 
and work for both host and endpoints.

These are almost the same as __dw_pcie_find_next_cap and 
dw_pcie_find_capability. Please modify them to take a function offset 
and work for both host and endpoints.
