bool nft_pipapo_lookup(...)

needs to be moved away from #ifdef CONFIG_RETPOLINE in
nf_tables_core.h

I'm attaching the patch I have here after this changes.

However, this is exacty what Stephen Rothwell suggested to fix but
Stefano mentioned this is not the right fix...
