Enable BUILDTIME_TABLE_SORT to sort the exception table at build time
then move exception table to RO_DATA segment.

Since v1:
  - Only enable BUILDTIME_TABLE_SORT for MMU. Thank Palmer for catching
    tinyconfig case.
