[PATCH v6 1/4] x86/ucode: Introduce XENPF_microcode_update2 with flags parameter

Refactor microcode_update() by adding flags field.
struct xenpf_microcode_update2 added with uint32_t flags field.
Introduce XENPF_microcode_update2 hypercall with flags field.
