Similar issue was identified in [1]. The newer version of the patch -
commit 316a003bd5a4
("srcu: faster gp seq wrap-around") in branch dev.2024.08.05a fixes
this problem.

This commit is bad, and the later commit is a fix:
316a003bd5a4 ("srcu: faster gp seq wrap-around")
The 9% failure rate is not atypical, and in fact is a rather higher rate
of reproduction than we saw in our testing. ;-)
