[PATCH libmnl] whitespace: remove spacing irregularities

Two distinct actions:
 1. Remove trailing spaces and tabs.
 2. Remove spaces that are followed by a tab, inserting extra tabs
    as required.
Action 2 is only performed in the indent region of a line.
