[PATCH-for-10.0 5/8] hw/arm/sbsa-ref: Set PCI_BUS_IO_ADDR0_ALLOWED flag on GPEX host bridge

All SBSA-Ref machines set this flag in MachineClass.
Directly set it to the GPEX bridge.
