[PATCH-for-10.0 8/8] hw/pci/pci: Remove legacy MachineClass::pci_allow_0_address flag

All users of this flag now set the PCI_BUS_IO_ADDR0_ALLOWED
PCIBusFlags. Since there are no more users, remove the field
in MachineClass.
