Eliminate these warnings:

  [WARNING]: Could not match supplied host pattern, ignoring: dev
  [WARNING]: Could not match supplied host pattern, ignoring: service

These groups have to exist because some Makefiles specify them
explicitly by name. They can remain empty, though.
