The decision whether to scan remote nodes is based on a 'random' number
retrieved via get_cycles(). get_cycles() is about to be removed.

There is already prandom state in the code, so use that instead.

The decision whether to scan remote nodes is based on a 'random' number
retrieved via get_cycles(). get_cycles() is about to be removed.

There is already prandom state in the code, so use that instead.
