Add AVX512 vector data path for Rx and Tx burst functions.
The decision to use AVX512 is based on:
1. CPU hardware flags (AVX512F, AVX512BW).
2. Compiler support (CC_AVX512_SUPPORT).
3. Max SIMD bitwidth configuration.

Performance shows approximately X% improvement in small packet
forwarding scenarios.
