Add support for Receive Side Scaling (RSS) to distribute incoming
traffic across multiple receive queues.
- Implement rss_hash_update and rss_hash_conf_get.
- Implement reta_update and reta_query.
- Support RSS hash configuration for IPv4, IPv6, TCP and UDP.
- Default hash key is initialized during port start.
