Returning TDX_QUOTE_STATUS_ERROR immediately should be ok. The guest is
expected to get the required size from a TD metadata field, not from the

Good point. The hypercall should return TDVMCALL_STATUS_SUCCESS on
TDX_QUOTE_STATUS_UNAVAILABLE. I'll fix this in the next revision.
