Subject: sparc: implement arch_do_panic

Implement sparc specific arch_do_panic() instead of using sparc specific
ifdef sections in vpanic() code. Reorder arch specific panic handling,
sparc's Stop-A messages are now printed after "end Kernel panic" marker.
