It causes build brake with s3c6400_defconfig.

It should be marked with 'static inline' and clk-conf.c should be build
only for CONFIG_OF=y.

It causes build brake with s3c6400_defconfig.

It should be marked with 'static inline' and clk-conf.c should be build
only for CONFIG_OF=y.
