[meta-oe][PATCH] Correct recipe version to 1.64.4

Bump up minor version to 4 to follow the output of command
'xmlrpc-c-config  --version'

Hello,

Can you put the recipe name in the patch title please?

Also, your example does not match the change (1.60.4 vs 1.64.4), can you
double check?
