Is there some reason for the alphanumeric numbering scheme of the utility
versions?  It makes it hard to do simple version checks for when function
was added.  Also, the Changelog seems to have stopped referencing the
versions that went with the changes back in May of 2001.  Is there some
file or place I can find information which correlates new parameters with
certain versions of the utilities?
