Hi,
I have noticed that the ROUTE target is experimental. However |I would
like to use it. There seem to be some header files missing. Does
anyone know when the complete code can be found?

I can't remember exactly, but i think the kernel headers for this
target miss some struct declarations. If you get incomplete type for
some structs, get them from iptables sources (after you patch them
with pom-ng) and add those structs in .h files included in the .c file
which gives errors.

I am quite new to iptables.
I would like to use/test the experimental feature of ROUTE target.
I have downloaded iptables v1.2.9. I saw the relevant source,
libipt_ROUTE.c but the header files containing definitions seem to be
missing.
Does anyone know where can I get it from (I have checked also in
latest version and it does not exist).

You saw the userspace config part of it.
The needed kernel code is part of patch-o-matic-ng, available through the
netfilter.org website.
