Many nForce2-based boards are using a Attansic ATXP1 chip. With this 
chip it's possible to dynamically change the processor voltage (Epox 
8RDA serie: 1.075V - 2.2V).

Other boards:

Abit NF7
Aopen AK79D-400VN
Chaintech CT-7NJ(S,L1)
DFI Infinity NFII Ultra
DFI Lanparty NFII Ultra
Leadtek K7NCR-18D
Shuttle AN35N Ultra
Soltek 75FRN(2)-L

But the nForce2-chipset doesn't support AMD mobile CPUs, so it's maybe 
not the best for this.

I'm not sure if it's completely true - browsing different forums on NF2 I find 
sometimes that people have mobile amd + NF2 in their descriptions so maybe it 
works.
You would have to search for such people and talk to them about it

Yes, the CPU works in that boards. But the Mobile function (dynamic FID 
changing) is not (yet?, it seems this functions are not implemented) 
available on NF2 chipsets.

For x86{,_64}: AFAIK there are several choices: 
- some x86_64 AMD [server] processors and mainboards support 
  voltage scaling,
- there are some special mainboards which support Intel Pentium M processors
- the transmeta efficeon CPU supports dynamic voltage scaling without
  any operating system interaction
- maybe some others (VIA) which I've missed.

Please note that unless you chose Transmeta CPUs, you also need support from
the operating system to _dynamically_ change the frequency. This should be
implemented in form of a cpufreq governor; some thus patches have been
discussed on this mailing list, none have been in a mergeable state. But you
can find them in the archives, if you look hard :-)

Can someone point me to a specific AMD64 desktop that they've gotten to
work with cpufreq (i.e. one with a suitable northbridge)? I'd like to
purchase a cpufreq-savvy desktop.
