Well I got mine from 
http://ftp.iasi.roedu.net/mirrors/ftp.inr.ac.ru/ip-routing/

but I didn't even know about those 2.6 ones...  I'm using the latest 
2.4.7 with my 2.6.5 kernel quite happily (lots of patches)

Who is maintaining this other source of iproute?  Is it official?

I am.

Official, well there is no stamp from god, but Alexey said it would
be a good idea if I did.

since it is at osdl.org I'd assume it's somehow more official than a 
personal FTP but don't trust me a lot. And no, I don't know the name of 
the maintainer. I thought all versions were maintained by the same 
person, only different versions. Are there different maintainers (maybe 
patchers) of the iproute2 source?

The current bk tree builds on 2.4 or 2.6.  The next tarball will as well.
