Is there a way to find out if QoS is enabled in the Ubuntu Linux 
Kernel?  I am considering trying it but I would like to know if QoS is 
enabled before I try it.

You might try:

`find /lib/modules -name 'sch_*' -print`

If you have files come back, you should be good to go.
