anybody knows where i could find information about 
tc filters add ... etc
because i can't find the man pages or any other source of information.

You have to try :

#> tc filter add help

and if you want do u32 filter

#> tc filter add u32 help

and so on.....

Just put "help" at the end.


And easiest way is to read the LARTC howto :
