I have noticed at times that Twisted framework and Linux 2.6.10 bz2 will
be in the xen-unstable-src.tgz and at other times they are not. Is this
a planned event? Or should developers plan on keeping a copy of Twisted
and Linux 2.6.10 bz2 around as a build process step. TIA

They should not; In fact, I can't imagine how they could get there.
