I took the cvs snapshots from http://alsa-project.org/alsa/ftp/
which include a toplevel.config.in file.

Hmm, basically toplevel.config.in, ainclude.m4 and
include/config1.h.in are generated from utils/mod-deps program.
They should be created automatically via Makefile...
