Here's the output, hope it helps:

$ msgfmt --tcl -l C -d . /dev/null; echo $?
msgfmt: unrecognized option `--tcl'
Try `msgfmt --help' for more information.

somehow msgfmt doesn't recognize the --tcl flag.
