Yes of course - the Cygwin grub package compiles OOTB and works :-)
objcopy is used to convert PE to ELF:
http://lists.gnu.org/archive/html/grub-devel/2007-11/msg00238.html
Due to issues in BFD, objcopy produces ELF with invalid pc-relative
relocation. This is compensated by a hack in the loader:
