Add initrc script support
allow admin to start/stop service
Admin needs admin_pattern on all file types
squid_connect_any should bind to all ports as well as connect so squid
can relay connections.
Remove TODO.

Merged except for the tmpfs part; waiting for confirmation on if
squid_tmpfs_t will work.
