OE write access for Dmitry Baryshkov

Hallo.

I would like to propose write access for Dmitry Baryshkov.

He is an active kernel developer of pxa270 based devices, especially
Zaurus. He also works on recipe updates and fixes.

Granting access would simplify his work on OE improvement.

Hi, I'm not core member of OE, but I know Dmitry well and I'd like him
having access too, because that should improve support for Zaurus machines,
and I hope Richard will support this decision, too.
