No and no. I reverse-engineered the template from the old archive and
wrote my own script.

Do we want or need any other service like bug tracking? We have that
already enabled on the site, but I'm afraid nobody is monitoring it or
am I wrong? It also includes release management, feature requests, a
system to manage patches too and more... It is there to ease development
so that the developers don't have to keep complicated to-do lists or
keep bugs in their head etc.
What was the decision on SVN? My offer still stands to host it if we
want it.

PLEASE, NO tool from the medieval age here. Use directly a distributed
tool like Git or mercurial (Git has my personal preferences, with it's
wonderful Gitweb), there's no reason to use a broken concept such as SVN
that doesn't even know how to handle Unix rights correctly (to only list
the most obvious flaw...).
