i am curious, do the values of CONFIG_HZ and CONFIG_NO_HZ somehow affect 
the scheduling latency (as reported by cyclictest) of a 
real-time/vanilla kernel, especially when CONFIG_HIGH_RES_TIMERS is enabled?
