[PATCH] Add missing dependencies to INSTALL

Gettext and qemu ( for make-check ) are missing from INSTALL,
attached patch fixes this.

AFAIK gettext is not a requirement, is it?

If it's a requirement it could be just optional, but I would leave as a
requirement since I understand that gettext is mainly everywhere.

Currently installing on gettext-less system creates various build bugs.
So for 1.98 we don't support this configuration. In future it may change
if someone fixes those problems
