It's definitely something that would have to be done since there's a 
plan to port xend to libxl, but at the moment there's nothing available

there's an ocaml binding in the XCI-unstable tree, but it's probably not
what you're looking for :)

it should be fairly stable, and the only part left are new calls.
however there's still some area which are WIP, so i wouldn't expect
full ABI stability just yet.
