All,
Is the "Strength" property and the "Technology" fully implemented in org.ofono.NetworkRegistration on Ofono 0.23 ?
Is org.ofono.NetworkRegistration is fully integrated on Ofono 0.23 ?
I am testing Ofono 0.23 on top of Medfield platform with a Agilent 8960 (Network simulator)
I have noticed that at ofono level RAT indication and signal strength are not updated when the RAT change or when the signal level change.

I am testing with Infineon modem 6080. In fact the property like CellId or LocationAreaCode are sometimes updated but the property technology (RAT) is never indicated, in the other hand the property Strength is
not updated when the signal strength of the cell change. Is sound like networkregistration API is not fully working or implemented ?

We know that most (all?) modems have problems with exporting certain
information. See for example Denis answer on the 'Monitor current
technology' patch [1].
I don't think NetworkRegistration API itself is not working, it sounds
more like a limitation from the modems or the drivers. Did you try to
use the latest release of ofono too?

There are two players here, oFono core and the modem driver. There are
no known issues with the core, but it relies on the driver to work
properly. LAC / CI, signal strength reporting works just fine on other
hardware and has been working for quite some time.
Since you're using a modem / driver that is not upstream and have not
provided an AT Command debug log we don't have enough information to
diagnose the problem.
For signal strength and technology reporting most vendors use
proprietary AT commands. Perhaps your modem's netreg driver is not
integrated properly?
